On February 4-5, 2014 the Fourth Subcommittee Meeting on Justice, Freedom and Security was held in the Plenary Hall of the Property Administration in Podgorica (old Government Building, Jovana Toma\u0161evi\u0107a street, nn).
\nBy the EU side, the afore-mentioned meeting was in attendance of the following participants: Dirk Lange (Chairman), Sabine Zwaenepoel, EC, DG Enlargement, Sonja Diez, EC, DG Enlargement, Angela Longo, EC, DG Enlargement, Per Ibold, EC, DG Justice, Marcin Gluchowski, EC, DG Home Affairs, Alberto Cammarata, EU Delegation, Annalisa Giansanti, EU Delegation, Ana Stanisic Vrbica, EU Delegation, Alessandro Campo, EU Delegation, Barbara Rotovnik, EU Delegation, Dawn Adie-Baird, EU Delegation, Dragan Mugosa, EU Delegation, and the experts in charge of technical assistance: Derek McLoughlin, Alan Bacarese, Peter Weiss, Nemanja Tepavcevic.
\nThe Head of the Public Procurement Administration, Mr Mersad Mujevi\u0107 at the same time the chief to the Working Group for Chapter V\u2013 Public Procurement and the member of the Negotiating group for the Chapter 23 \u2013 Judiciary and Fundamental rights along with Sandra \u0160katari\u0107, Head of Department for professional development, training and international cooperation in the field of public procurement were in attendance of the meeting.
\nUnder the item 6 entitled: The Preventive Anti-Corruption Policies, fulfilment of the measures laid down by the Action Plan for the Chapter 23\u2013 Judiciary and Fundamental rights was considered. By opening the key chapters, \u201ca new stage for Montenegro on its path to the EU begins\u201c.
\nThe Head of the Public Procurement Administration, Mr Mersad Mujevi\u0107 at the same time the chief to the Working Group for Chapter V\u2013 Public Procurement stated the importance of successful public finance administration achieved through the key principles of cost-effectiveness, efficiency and best value for money taking the account of the aspects of sustainable development.
\nIn this respect, properly designed training system for the main carriers in the public procurement field contributed to raising public awareness. Ministry of Finance and the Public Procurement Administration establish the legal framework within this area communicating the information on further steps regarding the adoption of the Law Amending the Law on Public Procurement. The EU representatives noted the existence of certain delay regarding the said Law, which inter alia represents one of the systemic anti-corruption laws.<\/p>\n
