Podgorica, 27 May 2015, In the premises of the Public Procurement Administration, a meeting was held between representatives of the delegation of the European Court of Auditors led by Mrs. Aurelia Petliza, an auditor for pre-accession and neighbour policy, then Mrs. Donka Prodanova, a program manager for internal market and financial control within the EU Delegation in Montenegro and representatives of the Public Procurement Administration of Montenegro led by Mr. Mersad Mujević, PhD, Assistant Director Mrs. Mara Bogavac and Heads of departments Mrs. Sandra Škatarić and Mrs. Gorana Mrvaljević.
The topic of discussion and interest was the chronological overview and review of performance of the first IPA 2007 Project on public procurement, in terms of its results, impact and sustainability of results.
Director of the PPA, Mr. Mujević, Assistant Director Mrs. Bogavac and Heads of departments Mrs. Škatarić and Mrs. Mrvaljević pointed out the essential items that would be useful in the context of analysis of all activities covered by the EU Project IPA 2007 “Further Development and Strengthening of the Public Procurement System“, and provided guidelines for their effective presentation.
Namely, the Director of the PPA introduced the attendees to the new developments in the Montenegrin legislation, when it comes to the field of public procurement. In that regard, the emphasis was put on the necessity to undertake additional activities aimed at strengthening of the corresponding administrative structure which would ensure performance of all key activities. Also, the issue of monitoring in public procurement in Montenegro was stressed, along with that of professional development and eduaction, development of IT system, as well as of the promotional campaign aimed at raising the level of public awareness on the importance of a robust public procurement system. The representative of the European Court of Auditors stressed the importance of international assistance, especially the IPA Project by which, through the support by EU, the introdution of a modern public procurement system in Montenegro had been financed. In that respect, she praised the importance of organizing the training of trainers, training of all key stakeholders, establishment of a help-desk, as well as the improved web-page, in purpose of prevention of corruption.
The conclusion of the meeting was aimed at highlighting the significance of further EU projects as an important link in the integration process, such as regional and inter-institutional cooperation, achieving transparency and equality, integrity plan, as well as organizing bilateral meetings aimed at providing support to improvement of governance and management.
