Cooperation Agreement between the Public Procurement Administration of Montenegro and the Institute of Certified Accountants of Montenegro signed

Podgorica, 27 February, 2015 – a Cooperation Agreement between the Public Procurement Administration of Montenegro (PPA of MNE) and the Institute of Certified Accountants of Montenegro (ICA of MNE) was signed. The signatories of the Agreement were the Director of the PPA, PhD Mersad Z Mujević, and the Secretary General of the Institute of Certified Accountants and Auditors, Mr. Igor Pavićević.

Public Procurement Administration of Montenegro (PPA) and Institute of Certified Accountants of Montenegro (ICA of MNE) share common values and goals aimed at a professional improvement of knowledge and skills in the business world, improvement of the business environment and promotion of economic cooperation amongst economic operators and scientific-educational institutions. PPA and ICA of MNE consider that the defined legal solutions in public procurement field and their practical application play an important role in promotion of social and economic development. Recognizing the extraordinary potential in exchange of experience between public procurement experts on one side and experts in accounting and auditing on the other, as well as great opportunities for collaboration in purpose of improving the economic environment, the PPA and the ICA of MNE hereby declare that they agree on the following: the PPA and the ICA of MNE are acceding this Protocol on Cooperation in good faith and they are committing to establish, enhance and promote their cooperation through joint activities which will contribute to realization of individual goals of each signatory party of the Protocol. The basis for implementation of this Cooperation Agreement will be valuing the principles of equality, mutal respect, mutual help and support, non-interference into internal affairs and partnerships.

The areas of cooperation shall focus on performance of activities such as:
• workshops, seminars, roundtables, lectures, joint sessions, articles in professional publications and other activities that would be aimed at improving the business conditions, free movement of people, goods and capital;
• hosting of the ICA of MNE’s experts at the workshops and lectures in the field of drafting financial plans and reports, and analyses of financial reports, organized by the PPA;
• hosting of the PPA’s members at the workshops and lectures organized by the ICA of MNE;
• organization of workshops for participants in public procurement procedures in fields of auditing and accounting;
• other areas of cooperation in the spirit of this Agreement, for which the signatories establish to be of a common interest.

Within realization of this Agreement, the PPA and the ICA of MNE have agreed to:

  • provide a mechanism for exchange of experiences, knowledge, expertise and good practice between the ICA of MNE members on one side and the PPA members on the other;
    • jointly organize the events referred to in Article 2, paragraph 1 in purpose of achieving common and strategic goals of the two organizations.
    • provide mutual assistance and support upon establishing cooperation and networking with related organizations, institutions and research institutions while respecting the basic principles contained in this Protocol.

PPA and ICA of MNE agree to exchange information of mutual interest in accordance with their agreed principles of cooperation.

PPA and ICA of MNE shall appoint one person each from their management teams who would be in charge of realization of the cooperation and coordination of joint activities, in accordance with the Statues of each individual institution. PPA and ICA of MNE shall, through joint consultations, seek to identify the cooperation priorities for 2015, as well as the specific activities aimed at realization of those priorities and the cooperation objectives. This Agreement was concluded for an indefinite period of time and it may be modified and amended upon request of each signatory party, with the consent of the other signatory party.

This Agreement has been supported by the highest authorities of signatory parties and shall enter into force upon signature. The Agreement shall last as long as there is a mutual interest of the signatory parties.

The signing of the Agreement was attended by representatives of the ICA of MNE as well as representatives of the PPA, the Deputy Director Ms. Mara Bogavac and the Adviser Ms. Bojana Ačković.
