The meeting with the political official and the Representative of the Directorate-General for Extension Mr. Alexander Fricke, and the Project manager for internal market and financial control, the Representative of the European Delegation in Montenegro, Mrs. Donka Prodanov was held on 11 September 2013 in the premises of the Public Procurement Administration. The Director of the Administration, Mr. Mersad Mujevic chaired the meeting, attended also by his Assistant Manager Mrs. Mara Bogavac.
The topic and subject-matter of the discussion was the current position of Montenegro in the European integration process of the Public Procurement Sector, primarily the status of the negotiating position of Montenegro for the Chapter 5 – Public Procurement, activities referring to the draft of the Law Amending the Public Procurement Law ( ’Official Gazette of Montenegro ’ No 42/11),activities referring to the implementation of the GPA (Government Procurement Agreement) program within WTO, and position of the Public Procurement System relating to the recommendations of the State Audit Institution on the implementation of the Action Plan.
Considering this moment of accession to the EU as very important for Montenegro when the Public Procurements concerned, Mr. Mujevic pointed out the Action Plan in the mentioned field for the next period primarily highlighting in it the obligation out of the Draft of the negotiating position of Montenegro related to the intergovernmental conference on accession of Montenegro to the European Union for the Chapter 5 – Public Procurements thereby underlined the commitment of Montenegro to fulfil the obligations regarding the recommendations on this topic received upon the Report of the Bilateral Meeting that was held in Brussels at the end of the last year. Surely, the topic of the Law Amending the Public Procurement Law was elaborately considered and the dynamics of its completion agreed with the Montenegro Government Plan by the end of the current year. Activities on the Government Procurement Agreement (GPA) program within WTO are ongoing and the dynamics of the negotiating position was supported by the experts of EBRD and SIGMA; the operation and the initial offer of our country will be prepared by the September of the current year. It was also taken into consideration the issue related to the Report of the State Audit Institution for the Public Procurement where the Representatives of the Public Procurement Administration introduced the guests to the Decision of the Government of Montenegro, which a priori represents an obligation for all users of the State Budget.
Administration Director, Mr. Mujevic pointed out the relevance and the quality of cooperation with the Representatives of the European Commission in Montenegro which reflects in strengthening of the support of the administrative and technical capacities of the Administration.
