The Meeting on the following topic: “Draft on the Law amending the Public Procurement Law“ was held in organization of the Public Procurement Administration and the Montenegrin Employers Federation

On February 27, 2014 – In participation of the MEF representatives and the economic operators the Head of MEF, Predrag Mitrović and the Head of the Public Procurement Administration (PPA), Mersad Mujević held the meeting In the premises of the Montenegrin Employers Federation (MEF).

The meeting entitled: “Draft on the Law amending the Public Procurement Law“ was held at the iniative of the MEF as the continuation of the MEF and PPA cooperation regarding the promotion of the montenegrin legislation.
The Head of the PPA noted that public procurement as the key instrument of the Internal market regulation in Montenegro, represent a part of the system of law and market freedoms, and free market competition.Therefore, participation and contribution of the MEF, especially through the membership of its representative to the working group established in the purpose of the concerned Draft Law is an additional confirmation of the MEF responsible relation to the observance of the obligations provided for in the SAA, and the comprehensive process of domestic harmonization to the EU legislation. Among the positive things of this draft, Mr Mujević apostrophized the novelty relating the publication of all tender documents, announcing the process of introducing the electronic public procurement system for 2015.

Commenting on the Montenegrin progress within the field of public procurement in view of the legislation and the institutional framework, the Head of the MEF assessed the normative solutions contained in the Draft Law as the remarkable improvement, establishing the framework for maintaining transparent and efficient public procurement system and hereby for the appliance of the key principles such as the competition, fair bidding, equality of the bidders, responsibility and integrity.

Development and promotion of the system of public procurement can significantly support the further integration process of Montenegro to the EU, especially having regard to the public procurement as the essential element in the fight against corruption. Thus, the final normative (legislative) solution shall ensure the smooth operation of the public procurement system in efficient manner, and the transparent procedures providing the cost-effective and rational use of public funds, ie. the taxpayers money.

The participants to this meeting reached the conclusion on existence of a natural bond betweeen the MEF and PPA that brough about to the good cooperation in the previous period, and this should be an example to other institutions. Providing that drafting of legislation aiming to improve the economy and competition and curb corruption, the MEF announced the participation of its representatives, the economic operators –members of the MEF, to the Public Consultation which will be held on March 17, 2014 regarding the concerned Draft Law.
