Belgrade, 20 11 2014 – In Organization of the Open Society Foundation, MANS, Balkan Tender Watch and others the Consultative Meeting held on the Topic ’Towards Efficient Public Pocurement in the Western Balkans’

Representatives from the Public Procurement Administration, Mrs Bojana Ačković and Mrs Dijana Vukčević accepted the invitation received by MANS to the meeting which is part of the project ’Towards Efficient Public Procurement Mechanisms in the EU (potential) Candidate Countrie’s ’ funded by the European Union Instrument for Pre-accession Assistance (IPA), Civil Society Facility (CSF).
Legislative and institutional framework of the public procurement system in Montenegro, Serbia, Bosnia and Herzegovina, Macedonia and its analysis presented at the meeting within which two topics have been particularly singled out: Anti-corruption Dimension in Shaping Legislative and Institutional Framework; and the other – Public Procurement through the process of the European Integration.

During the meeting Countries of the Region indicated the weak points regarding planning, initiating the procedure and its conduct, the appeal procedure, as well as the implementation of the public procurement procedure by the moment of the contract award.
By their active participation, reprepresentatives of the Public Procurement Administration contributed in submitting proposals in view of strengthening the public procurement system and combating corruption. Implementation and appliance of the more efficient public procurement system underpinned by fair competition and the assurance of efficiency, transparency and accountability of public spending represents one of the main goals of modernization and effectiveness of internal administrative reforms and is the first step in Montenegro accession to the European Union as a full member country.
