February 03-04, 2014 – In organization of the European Movement in Montenegro and Slovak Foreign Policy Association (SFPA) and by the support of the EU delegation in Montenegro and Slovak Aid the National Convention on European Integration of Montenegro 2013-2014: Judiciary and Fundamental Rights was held in the premises of the Ministry of Sustainable Development and Tourism

Subject: ”Legal and Strategic Framework for the NGO operation within the country and the role of the civil sector in the process of the EU Integration”

 

Recommendations from the Seminar:

 

  1. It is recommended that the Ministry of Finance, in cooperation with the Ministry of Interior prepare the proposal of amendments to the Law of the non-governmental organizations and associated by-law documents until the second quarter of the current year in the view of NGO projects financed from the public funds and the projects co-financed by the EU funds.
  2. It is recommended that all State Administrative bodies in cooperation with the Office for cooperation with NGOs ensure compliance with the provision on implementation of the public discussion.
  3. It is recommended that all competent State Administrative bodies publish reports and analysis of NGO on its web page.
  4. It is recommended that the Ministry of Interior pay special attention to the Office for cooperation with NGOs and to the recommendation for its strengthening within the analysis of the institutional frame for performing the activities relevant to the development of the NGO sector.
  5. It is recommended that the State Administrative bodies in the course of preparing the strategic documents should take into consideration the commitments of the Action Plan 23 in the part relating the cooperation with the civil society.
  6. It is recommended that NGO sector and the Office for cooperation with NGOs organize two round tables on the concept of social entrepreneurship in accordance with the terms defined in the Action Plan for the Chapter 23 as well as with the NGO Development Strategy in Montenegro.
  7. It is recommended that Ministry of Labour and Social Welfare determine the law proposal on voluntary work in accordance with the terms defined in the Action Plan for the Chapter 23.
