May 12, 2014 – Fifth Subcommittee meeting for the Internal Market and Competition between Montenegro and the European Commission held in Brussels

Brussels: Meeting was opened by the State Secretary for the European Integration and Chief Negotiator, Ambassador Aleksandar Andrija Pejović, and the Deputy Head of Unit responsible for Montenegro, DG Enlargement,Tomas Hagleitner.

Participants to the meeting considered the progress achieved in the areas regarding the right of establishment of the companies and freedom to provide services, public procurement, commercial law, intellectual property law, competition, financial services and consumer protection and health.

Representatives of the Montenegrin Institutions demonstrated realized activities of the mentioned areas within the period started from the previous meeting which was held on March 5, 2013 in Podgorica.

In all areas, the emphasis was on the harmonization and implementation of legislation, as well on building institutional and administrative capacity.

In parallel, meetings were held with the Representative of the Directorate-General for Enlargement, Mr. Alexander Fricke, Head of Unit to the International Dimension of Public Procurement in DG Internal Market and Services, Jean-Yves Muylle, as well the Public Procurement International Expert, Niels Schuster.
Those meetings were conducted in the atmosphere of appreciative progress and efforts that Montenegro made with the aim of its accession to the Government Procurement Agreement (GPA), as well of the reforms in view of legislative framework, so in that sense they discussed the topic – Draft of the Law amending the Law on Public Procurement.

In addition, representatives of the European Commission, DG for Enlargement, Competition, Internal Market, welcomed accomplished results and further support towards full compliance of Montenegro legislation with the European regulations and standards within these areas, as to the submission of the prompt comments relating the outstanding issues to the further process of harmonization.

On behalf of the Public Procurement Administration to the above meetings Montenegro delegation made up of the PPA Director DSc Mersad Z Mujević and Ms Sandra Škatarić; the State Commission for the Control of Public Procurement Procedure was represented by its President Ms Suzana Pribilović.
